I also know that a calculated reload speed of 1031 was NOT high enough. For Heavy Cruisers best gun, it needs to be above 1106. I've calculated, as close as I could, that for the best Light Cruiser guns, you need at least 678 (likely 675) Reload. Once Hood's ability is triggered and your reload is high enough, the enemies should be melted in seconds. Another team that can get insane reload for Heavy Cruisers is Hood, Atago, Takao with Laffey, Unicorn and Mikasa. Thus my usual team and explanation is below. Reload stacking seems to be the best overall strat I've found.
